A letter of intent has been issued to a joint venture of local Kuwait Company for Process Plant Construction & Contracting (KCPC) and Lebanon's Kocache for the main contract on this project.

Revised prices were invited after the offers submitted in early June 2003 by six groups of local and international contractors came in above budget. Three local companies submitted revised bids for the contract on September 29, 2003. They are Mohamed Abdulmohsin Kharafi & Sons, Kuwait Co. for Process Plant Construction & Contracting (KCPC) and Consolidated Contractors Co. (Conco). Bids are currently under evaluation.

This tender is in pre-qualification stage. The project involves construction of a new six-storey five-star hotel complex at Messilah, Southeast of Kuwait City. The scheme will be implemented in five packages. Package 1 will cover the construction of a 308-room hotel, offering standard and twin rooms and junior, senior and deluxe suites; 78 service apartments; 17 independent two-bedroom chalets and a wedding hall and two adjoining dining halls with capacity for 2,000 people. It will also entail construction of five restaurants, a coffee shop, a lobby area, two-level car park for 207 vehicles, a spa facility, three swimming pools and extensive landscaping works. Package 2 will cover marine works and calls for extensions to the existing slipway and breakwater and the construction of a small bridge to connect the two. Package 3 will cover offsite works related to upgrading the existing Kuwait Municipality Park at Messilah beach, the construction of a new access road to the proposed development and sewerage connections. Packages 4 and 5 will cover the supply and installation of kitchen equipment for the new hotel, wedding hall and restaurants and furnishing and fitting. US' Skidmore, Owings & Merrill is the design consultant, in association with local Gulf Consult. UK's EC Harris is the project manager.
